I recently attended the Ofsted Education Inspection Framework launch. Ofsted has opened a consultation on the Education Framework and is seeking your views on the proposals and changes to how Inspections will take place from September 2019.
Under the new framework Inspectors will be looking at the substance of education. It will be based on the knowledge that every child deserves the best possible start in life and how good Early Years education provides the foundations of a happy and successful future.
The Case for Change
Ofsted acknowledges the over use of data and assessment and how this diverts providers away from children’s experience in early education. The high focus on data has caused a division between teaching and outcomes for children. With this in mind, Ofsted says that Inspectors will return to their proper role of complimenting education. Inspections will build on the current framework and handbook and will focus on the substance of care and education, leader’s integrity and the ways in which the curriculum is kept at the centre of the framework.
The Proposed Framework
Under the new framework there will be a greater emphasis on the quality of education and care as a whole. Inspectors will look at the learning experiences being provided for children and how their development is progressing based on this.
Proposed Judgement Areas
The four-point grading system will stay in place. The overall effectiveness of the quality of education will be looked at. There will be a greater focus on the curriculum and the knowledge and skills used within learning.
EYFS in Schools
There will continue to be an Early Years judgement made when inspecting schools. These inspections will continue to take place under the Section 5 Inspection.
The Quality of Education
This is a new judgement and will be built around the workings of the curriculum. Under this judgement the following areas will be looked at –
- Intent – design, coverage and appropriateness
- Implementation – curriculum under the seven areas of learning
- Impact – what children know and can do
Cultural Capital
This term will be included in the Early Years Inspection Handbook. It will look at the essential knowledge that children need to be educated citizens.
